USPS Releases Response on Standard Mail, Periodicals, and Package Services

PostalActionAlertRR Donnelley Postal Blog | The United States Postal Service (USPS) has released its response to the Postal Regulatory Commission (PRC) March 6, 2015 remand order. The Postal Service’s response contains adjusted pricing and addresses the PRC request for additional explanations and supplemental information. The scheduled implementation date for the new pricing continues to be April 26, 2015.

Highlights of the USPS response include:

  • Standard Mail

‒ Equalized all nonprofit and commercial discounts

‒ Proposed new prices that equalize 12 Standard Mail Flats and 3 Standard Mail Parcels discounts

‒ Revised prices result in a 1.936% price increase for Standard Mail

Proposed Prices

  • Periodicals

‒ Revised Periodicals prices that utilize all available cap space (1.966%)

‒ Only advertising pound prices have been revised, other prices are not changed in order to avoid greater overall price increases for publications with high editorial content

  • Package Services

‒ Supporting price increase documentation has been provided as requested

‒ No price changes were required to respond to PRC requests

In order to keep the scheduled April 26 implementation date and meet the 45 day notification requirement, the PRC will now have one day to review the Postal Service’s response and release its reply.
